It was that pesky distributor. If it is not sparking it turns off the fuel pumps so it can seem like it is the relay. After trying to start and checking to see if there was any spark and that there was not but that the coil was sparking it seemed it must be the distributor.
Then after a few weeks of heating the distributor with a heat gun and getting the car started followed by excellent running and starting as long as it stayed warm, a new ( rebuilt) cardon distributor was installed. Now it starts right up even if cold.
I think that before I removed the wiring harness from ECU all the way out to the coil, distributor ICU and other things and found some faults it is possible some voltage or something damaged the hall effect in the distributor. Also some of the problems of cutting out and stuff were the ICU plug was not connecting very well to the ICU and intermittant. wiring is critical and can age and wear out corrode.
Any way it runs great now and really a fine car. Cars that old just ordinarily do not exhibit the evidence of sturdiness and longevity. If getting another one probably will check all the wires right away and make sure all the connectors are actually connecting as they must.
