90 240 no fuel in rail?

While driving down the road my 240 just quit. I pulled off the fuel line
coming out of the fpr and no fuel in rail. I took the cover off of the fuel
pump relay and jumped the second relay and the fuel pump started working.
When I turn the ignition on the first set of contacts engage. If I hold the
second set of contacts together the car will run. As soon as I let the
contacts go the car stalls. What causes the second set of contacts to
activate the fuel pumps?
The blue/green wire has no voltage going to it when cranking the starter
if that's any help. I read something that it might be the rpm sensor where
ever that is. Any advice much appreciated? Thanks Larry

The second set of contacts are closed when the fuel computer gets a
signal from the ignition computer that the engine is turning over. So
if the ignition is not working, then the fuel pump relay will not
engage. However, since your car will start if you manually engage the
relay, then the problem most likely lies in the fuel computer. The
failure of this circuit is quite common. You can bypass this internal
circuit by using a fuel pump relay from one of the older K-Jetronic
cars.
