98 Volvo V70 never starts on the first try on a cold start

I have a 98 Volvo V70 Wagon and on a cold start (i.e. - overnight),
the car never starts on the first attempt. On the second attempt it
starts and runs at slightly lower rpms than normal. After the car
warms up it runs at the usual rpms.

I changed, spark plugs, cap, rotor and air filter and no change in
problem discussed above.

Any ideas?

Turbo /Non Turbo All Wheel Drive or Front Wheel Drive It sounds like the
fuel pressure regulator or the fuel filter is causing your problem but
without more Information it is rather hard to correctly help you correct
your concern about your Volvo

Turbo /Non Turbo All Wheel Drive or Front Wheel Drive It sounds like the

Its a front wheel drive, non-turbo 2,4L
