I have a 98 V90. Turn signals and flashers are not working properly.
With the car off, the flashers work properly. With the car on, one
turn signal light (the left) stays lit and the other stays off. This
is regardless of the position of the turn signal switch. With the car
on, the flashers do not work at all, i.e. the one signal/flasher stays
lit, and the other stays off.

Poking around a bit, seems this may be the flasher relay. I can't
find where this is located. Not enough info in the Chilton manual.

The flasher relay is built in to the 4 way
    switch/Hazards

No I do not remember where the switch is I think it is
in the dashboard held in by 2 spring clips

Any idea where, or what it looks like. I took apart the underside of
the dash. The only relays I see are 6 or so behind the ashtray. Of
the ones that are labled, none are anything close to "flasher" or
"signal relay". Without taking apart more, these are the only ones I
    see.

Find the 4 way flasher switch this is the flasher relay
right in front of you on the dash sorry I was not
clearer in my location for you

Found it. Right behind the switch in the dash. Thanks.

Thanks for your help. Replaced this today, but unfortunately no luck.
Same symptom. With the car off, hazards work correctly. With the
car on, the left signal is permanently on, right is off (no flashing)
    and hazard switch does nothing.

About the only other thing I can think of is the switch in the
steering column. This is not a cheap part. Anything else I might try
before I head down this path?

As it turns out, the problem was simply in the front signal bulbs.
Apparently this is not an uncommon problem. The sockets they fit in
to are so tight that over time as the bulbs heat up, the lead
terminals fuse together shorting the connection. Pulled the bulbs and
it was pretty obvious what was going on. Simply replaced them and all
    is fine.
