How does it work when you just drank a bottle of Whiskey or someone
runs a red light, it cant. "could not" is impossible.

These are the easiest cases.

It won't start in the first place if the driver is incapacitated. That
technology is already available.

It won't pull in the path of a high speed vehicle. I wouldn't either.
A green light just means that you have the right of way if other people
yield it to you. It doesn't mean that they will yield it to you. I
would have been killed several times if I assumed a green light mean it
was safe to proceed. One case was a tractor trailer with no brakes.
