85 Volvo 240 Wagon not starting

Hello, My 85 volvo is not starting. The battery is fairly new. Car has lights power basically but will not turn over. It's just dead. I thought it might be an ignition module. Haven't (don't know how) checked the coil. Will recheck fuses. A friend says it probably the starter motor but I'm thinking how do you know that? What else could it be? Any help would be appreciated.
