Cruise Control Hose Not Connected to Anything. ?????

Yesterday I started at the brake pedal, examined the electrical switch
the pedal contacts, and traced the vacuum hose from that switch through
the firewall. On the engine side of the firewall, the vacuum hose comes
out about 8 inches, and isn't connected to anything.

Is this supposed to go to something? The end looks split about 1/2 inch
    - but I saw nothing that looked like I needed to plug it into.

    ?????

I managed to rig something that seems to be 'almost' right, but not
    there yet.

    Here was my setup:
vacuum hose that (according to haynes), is t-fitted to a vacuum line
going to the brake switch, and another vacuum hose going to the vacuum
    motor.

Well, the hose coming from the brake switch was cut and disconnected,
while the hose coming from the vacuum servo went to a t-fitting, in
which both hoses from the t-fitting went to the vacuum motor. It was a
closed loop system of the vacuum servo and vacuum motor.

Thus my dilemma. I then removed one of the hoses in the vacuum motor
loop and (using the tip of a ball point pen), I used the pen tip as a
coupling and connected the vacuum hose from the brake switch to one of
the hoses going to the t-fitting. From the t-fitting one hose goes to
the vacuum servo and the other to the vacuum motor.

My question is that there are 2 nipples on the vacuum motor and the
Haynes manual diagram shows one nipple open as air intake and the other
with a vacuum hose. I attached the hose to the rear (firewall) side
nipple and on my test drive the cruise control did not engage. This was
a quick lunch break and I did not have time to swap nipples on the
vacuum motor to see if I had the wrong nipple.

If this sounds terribly wrong, please let me know. Thanks!

The nipple with the small opening is vacuum. The larger diameter opening
    is the pump exhaust.
