I've been trying to get my Volvo smog-certified for about 6
weeks now. The guys at the smog station have never gotten to
the point of measuring emissions, because they always find
that the car's computer isn't "in the mood" to be smogged.
They say that too many (3 or 4) "monitors" aren't "cleared,"
and that I need to drive it a lot and bring it back. Which
I do, to no avail. And now I've gotten my first (parking)
ticket for expired tags.
California authorities seem to be aware of some kind of problem,
and www.smogcheck.ca.gov/ftp/pdfdocs/APPENDIX_J.pdf says that
Volvo Technical Service Bulletin 2-23-0059(7/2002) says
something about this problem, but I have been unable to get
my hand on said TSB, and my mechanic hasn't gotten around to
it yet.
