'98 S70 "PRND3L" Strip Loose

The "PRND3L" strip to the left of my shifter has come loose and is flopping
around under the center console cowling.

To access this piece, do I need to remove the whole center console or is
there a way to remove only the 6" x 3" cowling around the shifter?

Any instructions would also be appreciated.
