    I have a 98 Volvo V70, 2.4L non-turbo FWD, Wagon and on a cold start
(i.e. - overnight), the car never starts on the first attempt. On the
second attempt it starts and runs at slightly lower rpms than normal
and rough. Sometimes the rpms bounce around down then up again.
After the car warms up it runs at the usual rpms.

I changed, spark plugs, cap, rotor and air filter and there was no
    change in problem discussed above.

Car runs fine at all speeds except at idle on startup...

    Any ideas?

It sounds like the fuel pressure regulator is causing your fault but to
be certain you should check the fuel pressure overnight & see what it is

It could be the ECT - engine coolant temperature sensor, right?
